my 1991 cadillac has a problem with the coolant being too hot?

Its a 91 cadillac eldorado, and the coolant has been popping up on the dash board stating something is wrong, we have to run the heat on 80 or higher to keep it cool. otherwise the temp of the coolant goes to over 240degrees...
my mechanic looked at it, and told me he does not know whats causing it, he hooked it up to some machine and did some kind of pressure thing with it...found nothing..I felt it might be the thermostat as the heat is not full heat coming out of there at 80 degrees or higher..

The overflow bubbles like crazy when I turn the car off. Bubbles like no tomorrow...

Mechanic said to get this stuff for radiator sealant and pour it in when its cool.

I think it needs a flush and a fill. the car sat for a year without an engine...but mechanic said he refilled it when he put the car all back together...

help!!!

I'd redo the whole cooling system, although the bubbles doesn't sound too good.
