1995 Opel Corsa's Dashboard Orange light with engine and a lightning in it?

I have an Opel Corsa of '95.

Few days ago that light was on for few moments and for a couple of times.
Today when I tried to start up the engine , the engine didn't start up and a strange noise (like electric) was heard when I turned the start switch.

Is this a battery failure or what?

The light you describe sounds like the engine management light which when on indicates a malfunction of an engine component,the only way to tell is to have it scanned at a garage ( Around Â£40 ) and the noise maybe attributed to the starter motor,,turn on the headlights and try to turn the engine and if the lights dim then its the battery.
