Default I've heard that WRC rally cars have their power limited to 300 BHP, but can...

...have as much as 600 ft/lb torque? I've tried a few Google searches to find out if this is true and if it is, how do they do it?
I haven't found anything that answers my questions. Does anyone know of website(s) that give this information? If so the link(s) would be greatly appreciated.
Edit mistake; Should have written ft.lb, not ft/lb!

I guess they say that, but I don't beleive that's near possible because of the fact that most WRC rally cars are 4 cylinders. Because of that, it's hard to have a higher torque output than horsepower, especially in that 2:1 ratio.
